The Energy Saver Certificate scheme is a NSW State Government initiative established to promote and encourage energy saving activities for both home owners and commercial entities.
Similar to the Victorian Energy Efficiency Certificate scheme (VEECs) the NSW Government has incentivised residents and commercial businesses to adopt energy efficiency measure in homes and businesses throughout the state. Investments in various technologies that reduce power consumption are eligible to create tradable certificates and onsell to liable entities.
Under Division 7 of Part 9 of the Electricity Supply Act 1995. Each energy savings certificate represents one national megawatt hour (MWh) of energy. NSW legislation forces scheme participants to surrender ESCs or face a penalty at the end of each surrendor period. The price of ESC certificates will fluctuate depending on market forces (supply and demand) and there is no maximum or ceiling price set.
